On 28 January 2025, the Public Inquiry into Foreign Interference in Canada’s Federal Electoral Processes and Democratic Institutions published its final report.
The Inquiry, led by Commissioner Marie-Josée Hogue, examined Canada’s capacity to detect, deter and counter foreign interference in its electoral processes and democratic institutions, and allegations of interference by China, Russia and other foreign states in the 2019 and 2021 federal elections.
Over the course of its mandate, the Inquiry conducted an extensive investigation and heard from numerous witnesses during both public hearings and in camera proceedings.
Leila Ghahhary was Counsel to the Inquiry.
The Inquiry’s final report sets out a series of recommendations to the Government of Canada aimed at enhancing transparency, strengthening institutional safeguards, and improving the response to foreign interference in Canada’s democratic processes.
This Inquiry’s work was ongoing for over 16 months and received wide national and international media attention.
